I know what it is and it's in the right catagory.
Do you know what it is and who made it? no name that I have been able to find

My guess would be some kind of a forming block for a blacksmith.

 I have this one that has A-78 cast into bottom side with a rhombus above it. I thought I remembered it was a sickle repair tool but don't find anything to verify that. One end is a chain break but don't know the other functions. The real miracle is that I was able to locate  my copy.

looks like the ones used to change the cutter blades on the long bar of a sickle mower.

we have winners! 
sickle bar mowers and other farm related equipment.
I heard of some being made in Minnesota, they are marked.

I don't recall seeing another combined sickle bar repair anvil & chain breaker / splicer -- usually the two are separate tools.  With red paint the first inclination is to guess "IHC" but that most likely is not correct.
