Title: "Drill Press" Clamp on table top type-

I spotted this in a shop a few days ago.  I thought it was interesting enough to snap a photo but I didn't really want it even though it was marked $7.  I turned it over and over but could not make out any maker's marks.  It would not move up and down but it could probably be repaired.

Is it a drill press or a bottle capper?

It's not a bottle capper, Bill.  I thought that first -then realized it's one of those "mount your electric drill" type presses.  There's even a few holes where they drilled through their piece and into the platform.
