Perhaps spacers for old lead typesetting?

without knowing more about the size and weight...   balancing weights for factory ceiling fans?   

In some way remind me of the lead weights on my one music box on some of the notes...but they're clearly not this size.

There's a Hale Company that makes (fire) pumps.  The company has been around since 1914.  Perhaps for balancing pump rotors. 

(Edit - impeller not rotor)

Fire pump rotors cant be adjusted like that.

They can only be factory trimmed or adjusted, there is no way to  add weights to a fire pump rotor like that.

I was thinking the weights would be used in the balancing so they would know where to drill to lighten the impeller.
