Russian ? Crescent wrench

I picked this up because I thought it would be interesting to hang on the wall.  Not being a crescent wrench collector myself I wondered if this is Russian?  Are these common?  It's about the same size as a regular 10" crescent.

I have one wrench from Latvia, I'll try to find the seller and check with him.

It has a nice looking profile to it. I would guess it is russian, and wonder how old it is?

  So it just basically says where wrench was made.  Nice to have a resident Russian here at work!!

Confirmed by my Russian friend- Factory named For Stalin Pavlov City.
She wonders where this wrench was found. It is a long way from home.

There is a story behind my Russian friend. She was a pen pal with my oldest son when he was in High School, but they had lost connection since then, until they found each other on Facebook. Now she and I interact much more than she does with my son. She has been a hospital administrator and lately had a small business that failed due to taxes and fees that ate her up.
