whitman and barnes stubby oew

 Found these two little stubbies in a boxful of oew wrenchs I was pawing thru yesterday. Not reworked they came from factory this way.
The are 2.88 long and stamped 3/16. Opening is 7/16 so am assuming 3/16 is fastener size.
Wondered if anyone had seen any like this or knew their usage.
For their length they are pretty hefty (3/16 thick on opening end and 1/8 thick on handle end)
Doubt that they are part of a set but they make me curious as to what they were used on.
