Anyone recognize the brand, absolutely no marks on it.
They are pretty darn thick too.

Take a look at R. W. Palmer patent no. 2,152,563 ( http://www.datamp.org/patents/displayPatent.php?number=2152563&typeCode=0 ) and PALMER BROTHERS WELLoct.  The style of the connecting bolt & the corresponding "slot" is the patented feature.
Also PALMER TOOL CORP ad on pg. 273 of Sept. 1952 POPULAR SCIENCE ( https://books.google.com/books?id=Bi0DAAAAMBAJ&pg=RA1-PA273&dq=palmer+brothers+meadville&hl=en&sa=X&ved=0CCMQ6AEwAWoVChMIrLSh8biwxwIViZUNCh1ARwim#v=onepage&q=palmer%20brothers%20meadville&f=false ) -- one shown in that ad is a dead ringer for your pliers.
