Tool - What is it?

Bought this at a yard sale and can't determine its purpose. It is cast iron and has clamps for securing to a work surface, Raised lettering says: CABELAS SIDNEY NE".

 I do not have the answer, but Cabelas, Sidney, NE  is the sporting goods store that is selling out to Bass Pro Shop.

 must be something to do with fishing or hunting ?????

I am no fisherman, but could it for putting new line on a reel?
Either one sounds plausible to me but what is it really? If only someone knew.

Kind of looks like a fly tying vise. Used to make lures for fly rod fishing.

I have messaged a friend of mine that ties his own flies. Maybe he can ID this.

My friend that ties his own flies and is a fishing fanatic tells me that is a wire bending jig.  It is used to make spinner baits and terminal tackle.
