What is this tool

I have a tool that was my grandfathers (he was born in 1898 and past away sometime ago). The tool has the following hand engraved on it "PAT JUNE 27 1871". My grandfather was born in Pennsylvania and moved to Ohio then Michigan (to give you an idea of where this tool may have come from).

Thank you very much. I have wondered for years but just haven't taken the time to investigate more. I just hope my wife doesn't get any ideas of a nose ring for me.
