What was this made for?

Need ID on long tool on left. Hook looks like some sort of wire or cable holder. Top screws into bottom main body so what it grabs can be held. Heavy, just over a foot.

That's the purpose of the knurling on the hook end?  Might be for reaching into a tight spot to grasp\hook a wire?

Kind of reminds me of a drum brake spring tool I have a smaller one and a larger one.  Although the ones I have there is a notched sleeve and groove that grip the spring.

Does the hook turn around and around when you pull it out?   It looks like a safety wire twister to me.

The only way the hook can turn around is if was tightened into the main housing which would be easy once it grabbed onto a wire or small cable and you turned the main housing.

I had two of those screwdrivers, made in Wichita; one in aluminum, the other in plastic.  Same guy wanted both.
