prolly not a wrench but whatsit?

I have had a couple of these, no clue about their use.

this one is about a foot long and brass

too soft for a chisel

any signs of it being heated?
thinking maybe a special soldering iron, but the handle is really close to the heated part.

Soldering iron seems unlikely.  There's no tinning on what would be the operating end.  Shank is too short: you need some distance between the hot part and your hand.

Flame-heated soldering tools were traditionally made of copper - at least the common ones.  Not sure if there were applications for brass tools where copper wasn't the right material.

i know bell system used a tool made of wood  for swiping solder,could one be made of brass.,.WAG

Wax or some type of heat sealing of edges? brass body would hold the heat. tip could get into places others could not.
