Hello, that wrench you are asking about looks really similar to Plomb's 818X line of offset DBE's, but even more similar to the Plomb Wilpen line of the same numbers.  According to AA, Plomb may have had the Wilpen line made by a contractor so I wonder if the contractor also sold some such as the one you found through other distribution?  I tried to attach a photo of my Plomb Wilpen 8180 for your comparison but I guess the file size is too large. You can also see pictures of the Wilpen wrenches on AA.

Thanks for the reply.  I had about given up on anyone offering an idea.
I had forgotten but I have 4 of the Plomb 818X series.  After giving them a good look--and another look at the Wilpen wrenches on AA, I have to report that they are similar, but not identical. 
The font on the Plomb 8182 is slightly different--as in the numeral 6.  The mystery wrench is about 1/2" shorter, etc.
The Wilpen is slightly different, too. The angle and dimensions of the offset, etc.
I'll keep looking.
