Maybe a jeweler's file handle?
You might say I have a tool collecting problem....

Very nice. Quality never goes out of style. The only ones I find are part of a broom handle with a hole drilled in the end and jammed onto the file or plastic ones made in a factory in Kow Dung Pi.

I usually find the broken up wood tool handles too.  I did score this guy at the MVWC spring meet.
