Unknown cutting tool

Anyone have any idea what it's used for?

It looks like an ear notcher for farm animals.   Just a guess.

There is an Electro-Tek CO in new Zealand that makes ear markers.  Wonder ifit may be from them?

I believe it is a leather drive belt punch for making the slots to put the stud type fasteners in.  Remember the rule -- when in doubt, it is either a nutcracker or a leatherworking tool.

I'm going with the ear marker idea. If it were for leather, no reason for such a deep throat.

I hesitate to say it, but it looks to be another "emasculator"   Most of the ear notchers appear to be a "simpler" tool (well, at least now).

I miss the old timers on here who believed my memory and did not make me climb the creaky stairs to get the right reference book (and wake up my wife). 

They are leather drive belt slot punch pliers as shown in Figure 5:7 on page 204 of Salaman's Dictionary of Leather Working Tools.
