USAG WRENCH 9 - 11 No. 252

I picked up this wrench over the weekend. It's marked - VANADIUN USAG EXTRA 9 11 and  ORIGINAL DURCOM No. 252 . Any ideas about this wrench ?

Never have seen one. That says Durcrom , so might be German.

The wrench looks nice and thin and very usable.
