ANSWERED !!!
I know this was shown years ago in the old Tool Talk, but I can't recall if it was identified back then.
Knife sharpener comes to mind, but the two "wheels" don't turn and appear to be riveted in to be stationary.
The toothed end is not an alligator wrench in my opinion.

Length is 4 1/2 inches and the body is stamped steel and plated.

What the heck is it ?

sure looks like a stamped alligator with a sharpener though...   The wheels don't turn, but do they sharpen?

I tried it on a couple of knives with no appreciable results,

With teeth on both sides but facing each other, I don't see it working as a wrench.

Hello, Papaw. I have been trying to think of where you find stamped wrenches. Bicycle tool kit?? Bi-fold door hardware often has proprietary wrenches. Just a couple guesses. Regards, Lou

It was marketed as a tool for removing broad head arrows from stumps, etc. and then to resharpen the broadhead.

I suppose that could be correct, but the heels do't turn and when I tried to sharpen a knife blade, they did nothing.

Do you have a picture of one or some text to support your thought ?
