I think the sellers believe "I & V" stands for "Interesting and Valuable."  And, of course, the Oregon one is not worth as much because it's on the coast, where things rust.

I have several of that same style of ratchet. Some are marked PLOMB, PROTO, FLEET, PENENS, O, and some with no name. All made by The Penens Tool Corp. a company bought by Plomb in the early 1940's. Some of this style of ratchet are chrome plated, some have a cadmium finish and some a dull chrome finish. There may be some with a bare steel finish.
