Williams Special 55105

Hello, I am looking for some help on this one. It has the W diamond logo, so I am pretty sure it is a Williams.  There is a another stamp above the numbers, something within a shield? I believe it was made this way, the plating seems to be consistent around the perimeter. Thanks, Lou
