Who made these pliers?

This example is in awful condition but I would like to know who made it.  There is an anchor logo and an S, that much is clear (there's a vague possibility of an H on the other side from the S).  Is this a Smith & Hemenway pliers?  AA has a write up but doesn't mention an anchor logo (and not in the logo photo list either).  The stamping below the anchor is, I think, "PAT APLD FOR".  There is a design patent D30,237 which resembles these pliers.
IF these are S&H pliers they must pre-date the acquisition of Red Devil and maybe even the patent date of 1899!

No idea on date of this.
A person who could really read human minds would be privileged to gaze on some correct imitations of chaos.
