And another mystery wrench

This is dual marked 18 and 21mm, also 3/8 and 7/16" on the opposite side.  I am not sure if that means whitworth or USS.  The only other markings are "EHLI(?)          DEP."  Actual sizes are closer to 3/4" and 7/8" .

Does anyone here know anything about this wrench?  I bought it because of condition and cool factor, plus it is still usable.
The only bad tool is the one that couldn't finish the job.  Ironicly it may be the best tool for the next job.

Wow.......even on this board nobody has a clue!   The seller says this next weekend two more similar but larger are coming in.   I haven't seem anything yet but my fingers are crossed this is a partial set.

I'll just have to wait a bit more.
The only bad tool is the one that couldn't finish the job.  Ironicly it may be the best tool for the next job.
