Resembles the one made by the Hisey-Wolf Machine Co, of Cincinnati.

The original model came out around 1910   and is somewhat different (for example it has a set-screw chuck) , however the weird brest handle design is exactly the same.

Hisey seems better known for making grinding and buffing machines.
