Anyone know for sure what this tool was designed to do ? My personal guess is piston ring groove cleaner but that is only a guess. Measures 2 1/8 between tips and is marked only (Truth). I did check Alloy

I don't think so. The angle of the "cutters" is very steep and would damage the piston, looks like to me.

My first thought was it is a piston groove cleaner. Below is scan from a 1931 catalog showing one that is different than yours. If it is a piston groove cleaner it must be an older model.

The over all design is almost identical to yours Jim, so I would have to go with an older version of the ring groove cleaning tool. If not, my backup WAG is a spanner wrench for an old cartridge type oil filter canister, or rear main seal groove cleaner on a crankshaft????????????

Found this in a Plomb Tool Catalog No. 15-A (136). Looks like your tool is definitely a piston ring groove cleaner.
