Style issues would tent to agree they weren't toolkit tools, but presumably they were usefull to the car owner, which would imply they fit things on the car. The Ford wrench is easy, there is about an 80% chance it fits the head bolts. The other wrench is more of a puzzle, it's quite large, and there are not all that many bolts that large on a car. Plus it has been files to clear an obstruction....
I find myself wondering if model 8's had 1-1/8 wheel bearing nuts recessed in hubs.....
