A buddy gave me this Williams spanner today.

I was wondering if anyone knew what the numbers and letters on the on towards the front of the wrench stand for. It is shown in the second picture.

I use one like that at work. It is really beat up as it has been around a while. The handle is bent from having had a cheater pipe on it.
