The mystery plier type tool is definately an end cutter. They are handy to have around. In addition to the uses already listed, I have several pair in different sizes that I keep in my shop to pull nails and brads. When you clamp on a nail, the curved jaw makes it easy to roll the nail right out. A larger version in similar style would have been used by farriers to pull nails and trim hooves.
