The overall shape looks like a table embroidery clamp. With a blade in place of the more usual pin cushion - my best guess would be something to do with sewing - maybe a thread cutter leaving both hands free to manipulate the dress etc being sewn...

I hit 20 pages with that date and struck out,  but my search skills don't hold a candle to Rusty's!

Thanks for the replys. It is interesting. Wish I could find some information out about the company to pinpoint what this thing is, but no luck so far.

It's a seam ripper called the Chasbert Ripper from
Good Housekeeping- January 1, 1907

This is probably the patent. It was issued on Sept. 30, 1902 but the application was filed on  Oct. 22, 1901.

I wasn't too far out, but I did cheat a little - I found a classified ad in a newspaper  - looking for salesmen to sell an item that 'no woman who sews shoud be without'....
