Updated below with new picture showing the end a little better.

Much as it resembles one, I don't think it's a chicken foot on a handle.
Some kind of tack lifter?
-
For removing carpet tack strips?
-
Maybe a staple remover? For biiiig staples.

the end resembles a pot lifter.
a head on shot would help ID it.

Edge beveling tool for leather is what it looks like to me.
-
Thanks for the replies. I put up another picture of the end. It does resemble an edge beveling tool, but I can't find one with 3 prongs and the tool itself is no where near sharp. I'm sure its been around along time which could explain the dullness if it is one of them.

Shop made hoojamajigge. That pronged end looks a lot like a fork that's been ground down and it looks to have been jamed in that handle to the point of splitting. My guess home made dandelion picker.

Bill Houghton' s answer got me thinking.......maybe a peg leg for a pirate chicken?

Have a look at: http://icetoolcollection.com/5bladedicechippers.htm

Look at that. Dozens and dozens of different versions. It's strange to think that at one time there was enough demand to justify so many different brands, and yet nowadays not a one of us has ever used one.

and i thought this was a garden tool
