I don't know what this is. it looks the top has been hammered on..... maybe measures down into the ground?

It looks familiar.  I am thinking a foot from a railroad level.  The difference at the bottom of the photo between the lip and the start of the measurements is the thickness of the wood body on the level.  Other ones I have had/seen, had a slot in them and were held by a set screw.  That one may have been held by a bar with set screws on either side.

What size is it overall? is that centimeters? inches" or  shoe sizes?

Looks to start at 4 inches and be in inches - now I can see that it has a double foot (T not L) am I permitted to change my mind?? Railroad ties (sleepers in the UK) are about 4" thick - early ones were hewn by hand, not sawn (see: https://www.youtube.com/watch?v=knTYjI66Yzw&list=WLFF3B3B33B96DF4BF) - this would be a useful gauge when marking out with a chalk line...

Itl looks a lot like that!  But, that one has a longer "T" part of it (part on the ground).... it looks like a couple of inches and this one is only about an inch wide foot to stand on.... maybe that doesn't matter?
