I work at a county museum in an area where logging has been a big influence, so I'm wondering if this is come kind of logging tool? We have this tool, and we are not sure what it is. It appears to be a hook made of steel, the end that is not curved is threaded for about two inches. The hook is solid. The tube in the picture above it is open, and threaded on the narrower end - I'm assuming the hook screws into it. The hook is about a foot long.
It also has a holster - it is the kind of tool that someone needed to carry with them?
Thanks for the help of any ideas!

Some sort of soil sampling tool - it looks like the sort of tool that may be carried by a surveyor...??
These are modern ones...

However, most seem to have an open side, like a gouge, or an open end, to enable the sample to be easily removed... and either a tee handle, or a foot rest, to enable it to be pushed into the ground more easily...
