Title: Another odd tool? Anybody know what its used for?

Does anybody know what this interesting tool was used for? Its a two pieced tool consisting of a knurled hollow tube with nipples on each end. Each end is a different diameter. The other part has two connected rings with nipples. The two rings are of different diameters and fit exactly atop the first knurled tube. See pics. Any help would be appreciated. Thanks.
