Title: Odd User Made Brace Bit Valve Lapping?

I am not sure about this one.  Perhaps it was made for valve lapping or holding a honing stone.  It looks user made with the end brazed on the shaft.

I'm not too sure about that one being able to be used to lap valves.

the cup looks like steel and steel on steel would slip. 

just my opinion.

I thought maybe it had a rubber cup glued to it at one time to make a valve lapper.
