Bottom one is adjustment wrench for one model of the H.K. Porter "EASY" bolt cutter.  If you have access to back issues of the MVWC Newsletter, the wrench & its purpose is shown on pg. 8 of the March 2001 Newsletter.

I had one of those bolt cutter wrenches new in the box one time.  It came with small metal shims that were somehow used in adjusting it.  I guess I should have read or copied the instructions on the lid of the box.
