Title: Yep another one, medical?

It's been used here for cutting gaskets, is there a name for a tool like this?
Googled  antique surgical tools & antique veterinary tools, did not see one like this. Looking to narrow the search down. Thanks!

They are a sardine can scissors/opener.  I saw them recently while looking through an old catalog (cannot remember which one).  They are also listed in Cope's Kitchen Collectibles book.
