Title: Extra-long Bernard side-cutters

Anyone seen one of these before? No markings except the usual "Bernard" on the handles. They're about a foot long.

I suddenly find myself in possession (in this case temporary possession) of a whole slew of unusual pliers that are new to me. Stand by!

 That is probably a pair of Bernard 195 shoe tack pliers.

That's it! thank you. I'm guessing: for cutting off the points of shoe tacks, working within the body of the shoe? The equivalent of a cobbler's peg float (that cuts off the protruding ends of wooden pegs within the same locale) ?
