I've seen that style before and always assumed it was a kitchen type food chopper.

Looks more like a kitchen chopper in its construction, but leather worker's head knives came in a half version somewhat like this.  Seems like the same principle is at work, even if not the same task.

It's an European herb chopper- when new they were sold  together with a wooden bowl of a similar radius, with enough play to allow it to rock back and forth to chop the herbs...
