No idea, but I note they have wire cutters; so whatever trade they were used in used wire.

I kind of wonder if they are some kind if crimper, like a seal crimper?!?

Seal crimper is a good guess.  The tip for twisting wire, the flat part in the middle for squashing a lead seal, and cutters for the extra wire.

Lead seal crimpers (if that is what these are) were used on diesel fuel injection pumps, carburetors and other equipment where the manufacturer did not unauthorized adjustments made.

It's Military, and used for aviation.  The 68D33277 shows as a Pliers originally added in 1968.  The description is "PLIERS ASSEMBLY,ARMING WIRE CLIP"

I picked up a couple of arming wires, still mounted on a piece of cardboard with identifying information, at a garage sale a while back. I did a little research to find out what they were and learned that they attach to the fuze of a bomb and prevent the fuze from arming until the bomb drops away from the aircraft. They use spring clips called Fahnestock clips to retain the wire in position and those clips may be what these pliers were used on. If you Google "bomb arming wire Fahnestock clips" you'll see lots of images of how the wire and clips were used.

If they don't sell, you might look around for one of the air museums that has WWII planes, and see if they'd like them.
