Those are tire chain repair pliers.  There are many different ones.

Likely Milwaukee Tool and Forge.
Mentioned in Alloy Artifacts- http://alloy-artifacts.org/milwaukee-tool-forge.html (http://alloy-artifacts.org/milwaukee-tool-forge.html) and on Tool Talk- http://www.papawswrench.com/vboard/index.php?topic=10223.0 (http://www.papawswrench.com/vboard/index.php?topic=10223.0)

Matter of fact Alloy Artifacts was looking for examples from MTF. Maybe now that he is active again, you can contact him.

Awesome.  Thanks guys.  I'd send an email to AA but their contact us page still says they don't want anything sent to them.  I don't want to be a bother but if anyone knows a workaround to it I'd be happy to send in the pictures.

In 1922 Automobile Trade Directory ( https://books.google.com/books?id=yPEyAQAAMAAJ ), Milwaukee Tool & Forge 220 Becker St. Milwaukee  shows up as a manufacturer for several categories of small hand tools -- chisels, punches, cotter pin pullers, screwdrivers, etc.
