Those are tire chain repair pliers. There are many different ones.

Awesome. Thanks guys. I'd send an email to AA but their contact us page still says they don't want anything sent to them. I don't want to be a bother but if anyone knows a workaround to it I'd be happy to send in the pictures.

In 1922 Automobile Trade Directory ( https://books.google.com/books?id=yPEyAQAAMAAJ ), Milwaukee Tool & Forge 220 Becker St. Milwaukee shows up as a manufacturer for several categories of small hand tools -- chisels, punches, cotter pin pullers, screwdrivers, etc.
