Found this machine the other day. anyone knows what it does?

All that clutter around and behind the machine makes it more difficult to visualize. Next photo, use a cleaned off location.

Well, we can be fairly sure it's not chain pliers.

It looks similar to a bandsaw setting machine.

It is not a nutcracker. either!

It's a leatherworking tool. I know because when we don't know what something is we always guess leatherworking tool.

We are not going to tell you what it is until you clean off your work bench :grin:

After looking at it some more, I am pretty sure that I am right about what it is.

I can almost agree, but first I need to dig mine out and double check.
I know within 5 feet where mine is parked, and I can find the 2 foot+ diameter wheels real easy, they're tucked in the rafters along with the base board.
Sure be nice if he'd wipe the label off and shoot a good pic of it.

It's a bandsaw tooth setter as previously mentioned.

Agreed, a bandsaw setter - I have a couple similar, my friend currently has one of them as he sharpens and sets his old blades by hand..
