Some kind of marking gauge? home-made? nearly a foot long.

It appears to be a cooper's croze.  Do you have a closeup picture of the teeth on the cutter?  I am mostly basing my ID on the cutter.

The blades on crozes are usually thicker, but it appears to be user made, so it could still be one.  It could be a panel gauge for cutting veneer, but they usually have a knife type blade.

could it be for cutting grooves for strait runs of stringing?

FWIW, the teeth have the general shape of saw teeth but are not very sharp (at least at present) and have almost no set.
