Hello there
found this on last Sunday at Harz&Heide Fleamarket here in Brunswik
I think it may be an Toolkit Item from a Mexico Beetle
But you know it better i hope
Marking on backside is "CH3CM"

I can't see Bugs having any tools that substantial.
I think I got a flimsy lug nut/jack handle and a reversible screwdriver in my '63.
