Title: a blue "what's it"

Searching on google by the tool's name wasn't much help. What is a "what's it" used for? Thanks!

Maybe it's a measuring gauge for smurf plywood.

It does look a little like a gauge, but there are no markings for measures. In fact, the only markings are "what's it" and "us and foreign patents pending" --  no patent application number. And I searched the patent database for "what's it" -- useless. An excellent example for google search elves to work on improving.

It's a Blue color sample you take to Walmart or Homer Desperate so you can be entertained watching them try to mix a gallon of it.

Is it available in Lincoln Electric red?  Miller (ITW) blue doesn't blend into my kitchen decor.
