I thought it was eyelets until I realized there's no hole in the anvil.  But I bet it's for something like that.

I think it is a safety seal press.

12 years of building diesel fuel injection pumps tells me its a seal press.

(edit) Look and see if there is a marking on the top insert.  The one that is held with the set screw.  This would have been the interchangeable part where your ID would be - numbers or letters to indicate the company name or the individual in that company.  Those numbers would be impressed into the lead seal.

Bird, grab a lead split shot, about 5/16 diameter, slip it between the jaws and squeeze ONCE.

See what the shot looks like when it cones out.
