someone suggested for crimping the end of a toothpaste tube, the metal ones we remember

someone suggested for crimping the end of a toothpaste tube, the metal ones we remember, if we're more than 60 years old.
Fixed it for ya. I could be off a year or so on the age, but not by much.
I used to cut those metal toothpaste tubes up and roll them up for fishing weights.

Skipskip, looking at your 3 or 4 pictures, a few things that I noticed was (1) on the round grooved disc wheel, it's stamped "OIL",
that would make me look away from tobacco or food products.
(2) below the grooved disc/wheel ? looks like an anvil that is adjustable up & down by way of loosening the 2 square headed screws
below the anvil.
(3) when you pull the lever, does the cogs make the disc/wheel slide back & forth ??
mounted on a board, it could be a once in a while needed tool ??? 1 hole in the board could be to hang it on the wall near a bench.
used like for perhaps straightening something like copper tubing ?
not being able to touch this tool, this is just my off the wall observations.

What is the size of the groove? Could it be a burnisher for round leather drive belts for sewing machines and lathes?

If you click on the picture it takes you to Skip's Flickr page. You can see additional pictures there. I can't tell from the pictures if you can place a sheet under the wheel and it will fit under the rack gear that the handle engages. I'm thinking a sheet metal shear for slitting a sheet or strip for fabrication. I don't understand what the hex head fasteners are for out board of the square head set screws that lock the anvil in position.

my thought on the hex head bolts was to raise or lower the ? avil/plate ??? for different size ?? whatever is being drven thru ???

not a cutting tool (worth a damn) would only would cut the width of the casting cause of the gear.
some type on straight 4" long thing-a-bob tool I've looked thru Pexto & Niagara s/m tools, not there.
