Not exactly a whatsit, since these are pretty obviously grass shears (clippers).
But I don't know that I've ever seen any before -- or any similar hand tool, for
that matter -- equipped with a standard spring-loaded oil cup. Have I just
been missing out? Shears are unmarked; oiler is marked GITS BROS MFG CO,
but I think they made only the cup/cover.

I've seen plenty of those things in my day but one with an oil cup is a new one on me. It may have been installed by the owner to save carting around the oil can every where he went.
