I got this in a tool box I bought a while back. It measures 4" long and the head is 1 5/8" square and it weighs in at 9 oz. Any idea what it was used for?

Looks like a tenderizer to me. It just needs a handle to be put to work.

I think the points are too deep (3/8") and spaced too far apart to be a tenderizer. What would the other end be for?

Maybe an ice chipper.

Thanks for the help, the "chipper" end is fairly blunt.

It's a punishment device bad children in Kid Prison spend hours getting to know very intimately. They get to stand around the prep table smackin the nasty out of cheap meat not fit for dogfood for hours while the House Mother chews their a$$ for not hitting the dead animal properly.
It's only used when there is free meat.
Other times those bad kids get to work on becoming tennis stars with carpet beaters, or scrubbing floors with hand brushes.
