Title: Very Unusual Tool ?

Hello, One of the guys from work brought this in from the Flea. Looks to be manufactured, casting halves are held together with square nuts, and flat head slotted bolts. The overall length of the body is 21", and the rough height is approx. 2-1/4". The rod attached to the handle is 3/8" diameter, and has a 1/16 x 3/16 slot along its length. The bore within the casting halves is approx. 9/16" . You could wind up a thin material within, but what? I am guessing a spring roller/winder. Thanks, Lou

This might be it? from a Brown & Boggs catalog, pexto & niagra made them too.

That sure looks like it. Now you've got no excuse for not getting out and beading those gutters!
