Anybody know anything about this ratchet? It's 10.75" long and marked "NUBO" (with two star logos) on one side and "BRITISH MADE" on the other.

NUBO is one of the brands GERALD STAINS Ltd London, made ? and sold. Your rachet is not in the 1939 cat.. and going by the stlye of those in there,yours is older!
