This guy says it is a light fixture, but I agree with Bill. Looks good for holding a hot soldering iron.
From an Ebay listing- "Vintage Vulcan Electrical Co. Light or Instrument Fixture. Cast iron base with expanded metal surround. The name Vulcan Electric Co is cast into the base on both sides of the front.
This would make a neat retro look light fixture or something else creative.
It is about 9 1/2 inches long by 3 inches wide. The opening in one end is 1 3/4 inches in diameter.
The other end is closed. "

I agree. The phone co used to use something very similar which clipped onto wooden ladders used on the main frame.
