yep, sure is.... it's one of the things I dug out of the shop in this house I'm working on :) It seems really high quality to me. ... doesn't say starrett or anything, but it's a nice one.

Are those marks on the end 4 symbols or numbers?

They look to be symbols.... japan, china, etc ? Come on guys , who reads Japanese? You folks know everything else, I'm quite disappointed in you :) !!!

Interesting! I don't read Japanese, but the circle type symbol next to the 4 looks identical to a symbol I've seen on Japanese bayonets.

I found a similar one described as an artillery caliper.

I almost hesitate to ask.......but what would an artillery caliper even be used for? Surely they didn't have to measure the size of the projectile and the size of the gun barrel out in the field to make sure they would fit, did they?
