 If you have been looking for one of these you are in luck. I found you one. Man who sold it to me said it had to do with the old high wheel wagon wheels. I paid American money for it but not very much.
 Evidently made by Trex or that could be model No. Patent was applied for but I didn't find it.
Coudn't find any pertinent info on Trex and it isn't shown in Sellens.
 Complicated device. Has more pawls than the new testament.
 Be glad to answer any questions in return for insight into its use or origin.

High wheel in like the old International Harvester hi-wheelers from around 1910?
buggy & wagon wheels were steel on wood for the most part.
these 3 armed rim tools were popular around 1915-1930 then faded away as tubeless tires and solid rims were standard.

 the one that oldgoaly is showing looks like one for the old automobile split rings, used to remove and reinstall.

 the one that Jimwrench shows, looks like a tool to install the wooden spokes.

 looking at the picture, possibly the round opening would go over the spoke and the ? left side flat end with the lip
 would rest against the inside of the rim.     ( just a guess)

 I think the old wood ones were called spoke dogs ???

That makes sense, the metal rims bolt onto the wooden wheels.
Now I always thought the metal center hub was removed and the wooden spokes were replaced, then bolted back together?
I know I've seen Trex ads before in the trade magazines. something I can do while the storms blow thru!

Found this 1921 ad thanks to Bills info. Still no patent though.
