Title: Old valve tool maybe

Thought this might be a valve spring tool, but not sure.  Also wondered what the notches on the edges would be?  Any thoughts?

It is a valve spring tool missing some parts.

It needs a hook that goes into the cylinder or bolt hole , and a chain that goes between hook and the slots in the tool , making it adjustable. It pivots on the chain to compress the spring. I have one of those also.
